Solution:
Go to C:\WINDOWS\Microsoft.NET\Framework\v4.0.30319\Microsoft.Common.Targets
Locate the <GenerateResource> tag at Line 1835 and chnage the attributes TrackFileAccess
<TrackFileAccess>false</TrackFileAccess>
and restart your machine it will work
